Contrary to conventional wisdom, the author suggests that a ‘bubble’ of low cost gas, arising from reduced internal demand and exports to former Soviet republics, will allow Russian exports to Europe to be doubled over the next 15 years. This increase can be achieved without any significant contribution from new gas deposits, other than satellites of fields currently in production. This availability of relatively low cost gas will have profound consequences on European gas markets. Significant availability of low cost gas, plus Russian determination to create an additional 60 BCM of transmission capacity to bring the bubble into Europe, will provide an important impetus for gas-to-gas competition and general liberalisation of European gas markets. The bubble of Russian gas already exists. When the new pipeline export corridor is created through Belarus and Poland – through which gas is expected to start flowing in 1997 – the conditions may be created for serious downward pressure on prices and gas-to-gas competition in Europe.

Compressed Natural Gas (CNG) is a fossil fuel substitute for gasoline (petrol), diesel, or propane fuel. Although its combustion does produce greenhouse gases, it is a more environmentally clean alternative to those fuels, and it is much safer than other fuels in the event of a spill (natural gas is lighter than air, and disperses quickly when released).CNG is made by compressing natural gas (which is mainly composed of methane [CH4]), to less than 1% of its volume at standard atmospheric pressure. It is stored and distributed in hard containers, at a normal pressure of 200- 220 bar (2900-3200 psi), usually in cylindrical or spherical shapes.CNG is used in traditional gasoline internal combustion engine cars that have been converted into bi-fuel vehicles (gasoline/CNG). Natural gas vehicles are increasingly used in Europe and South America due to rising gasoline prices.In response to high fuel prices and environmental concerns, CNG is starting to be used also in tuk-tuks and pickup trucks, transit and school buses, and trains.CNG’s volumetric energy density is estimated to be 42% of LNG’s (because it is not liquefied), and 25% of diesel’s.

Natural gas storage valuation is a challenging topic. It requires both appropriate price models and optimization models. We assume that each forward price follows a geometric Brownian motion process. Spot price also follows a geometric Brownian motion process, but its expectation changes from month to month. Since optimization models are independent of price simulations, alternative price models can be implemented in the valuation. Various models are used for storage valuation, including intrinsic rolling with spot and forward, Monte Carlo simulation with ordinary least square regression, and Monte Carlo simulation with stochastic dual dynamic programming. The first methodology takes both forward and spot prices into account, while the other two methodologies only use spot price. The results show that many factors can impact the value of a storage, including the term structure of the forward prices, volatilities of forward and spot prices, and the operational flexibility of the storage.
