Count Frontenac $21.15 1910. Le Sueur writes the history of Frontenac, a governor of New France. He had built a brilliant military reputation before his assignment to Canada. During his first administration he built a fort at Cataracouy to awe the Iroquois and facilitate communications with the West. To explore the course of the Mississippi, previously discovered by Joliet and Marquette, he sent Cavalier de La Salle, who named the country watered by that river Louisiana, in honor of Louis XIV. First, there was the arrival of four companies of the Carignan Regiment, comprising between twelve and thirteen hundred men. Then came the Governor de Courcelles, and the Intendant Talon, with eight companies of soldiers in their train, and, later, two hundred and twelve persons of title or fortune. In a single year the population of New France had doubled, and it was evident that the mother country was beginning to manifest a deeper interest in her possessions. The character and ability of the men in authority at this time were of a high standard. The Governor and the Intendant were each unusually gifted men, andcompetent to administer the affairs of the colony, while the Marquis de Tracy, who had been named Lieutenant General of the King in America, was an able administrator, a brave soldier, and a scholar. The annalist of the Hotel Dieu, in describing the character of these three men, says: ? They were of prepossessing appearance, of great intelligence and prudence, and were eminently fitted to convey a proper idea of royal power and majesty. It is not surprising, therefore, to find that under the guidance of these three men, the government of the country was established upon a sound basis, and that Quebec entered upon an era of prosperity. Going beyond the political and social insights of Letters to a Quebecois Friend (Resnick and Latouche: McGill-Queen’s University Press, 1990), Resnick is no longer simply observing the English-Canadian/Quebecois situation and appealing to reason: he is attempting to lay the foundations for a Canada that will, at last, work.Resnick begins Toward a Canada-Quebec Union with an exploration of the conflicting notions of federalism — and of Canada itself — that contributed to the demise of the Meech Lake Accord and to the Conservative government’s agenda for constitutional reform. He presents an enlightened interpretation of English Canada and Quebec as distinct sociological nations, reveals the deficiencies inherent in official bilingualism and biculturalism, and rejects both the existing form of federalism and the much-touted sovereignty-association as viable constitutional alternatives for the future.
